Chatter on military blogs is that every year about this time they waste as much as possible to then next year say, "look, our budget wasn't enough. Give us more next year" Could this simply be another way to waste fuel & troops time to prove that point? Did the exact same thing happy last year about the same time? Any anons that can check that out, I don't have the resources to do so myself?
