Having been trained by the military and spent some years in photo interpretation there is hardly anything you can conclude from those lights in the sky. The proof they arent a reflection has merit. As to what they are it's useless to guess.v

My take: these could very well be internal reflections.
The easiest resolution to find the truth; find an image from a different perspective that shows the same formation.
The vertical misalignment is easily explained; It depends on where the light sources are in relation to the optical axis. If they are slightly left from the optical axis the reflections would appear on the right of the optical center (the pixel in the image corresponding to the optical axis) and vice versa.
Lights will reflect off clouds and mist if the conditions are right. There doesn't look like there are any clouds or mist in the sky. As much light contamination around the DC area, you know it is not stars. My guess would be drones.
There is too little information from the picture and no time component. If UAVs were in the prohibited airspace, they would be freaking out a lot more.

Dots and positioning of lights do not match up with what is shown in the sky. That’s the point. The lights closer together in the sky need to be below, not above, the dots farther apart.
I'm confused... are you not seeing that this is reflections inverted due to lens separate from an internal reflection? or if its flare, its flare on lens which is also not flat and you get inverted reflections that will look spread differently. Either way - fun post!

Dear God. That is lens flare. It’s not a direct reflection. It’s an inversion of the light source.

How do you mean? Starlink satellites are geostationary at an altitude of ~300 miles. Why would 4 of them be that close together?
Actually, Starlink satellites are in low Earth orbit. And there are uses for formations of satellites. Not saying that is what the lights were.

Yeah, 342 miles is low earth orbit. High orbit is 22,000 miles.
More of a question on my part. I recall when starlink launches you can see lines of lights passing overhead.

I’m seeing that is not reflections based on the video taken and the orientation of the lightposts.
