Total speculation on my part: Perhaps they got a report he was "suicidal" and wanted to check his welfare. If he flees, the pursuit begins.

The police resigned not the sheriff's department. Typically deputies are county. Police are city with some exceptions.
He was under investigation by SLED. When he crashed he was being pursued by a sheriff's deputy.
