FISA 702 is a query system that helps people narrow the search using AI. During spygate the FBI was allowing contractors to use the to/from and about queries. So enter a name and search to/from you get every communication to/from that person. Using the about function you get every communication where the name is used. Other functions allow you to narrow it further.
But they need an in to the system to begin with. And that was Carter Page and George Papadoupolus. Once they had FISA on them they could use the two hop rule to spy on anyone in contact with them and then anyone in contact with those people.
For perspective this number will be in the millions of contacts.
