Cool sci fi tech.

Not tech I would even touch with a billion foot pole.

That said, and it is a factor, someone is going to do it and I would rather someone that has some amount of morality and integrity be the one to do so.

We have laws for that, which are already ethics and morality based. Experimenting like this on prison inmates violates every legal, moral, and ethical code known to mankind. Which is why it's banned under the Geneva Convention's POW section.
