Flying at night with beacon lights proves they are complying with faa regulations, and likely a law enforcement agency because night flights require 90 day advance request from the faa. the color cycling beacon is supposed to resemble a star or planet from the ground, but becomes obvious on a cloudy night when it's the only object in the sky
