A thought . . .
Perhaps this part of the bill was put in place by undercover White Hats in Congress to draw general public attention to the bioweapons initiative of the Cabal's Deep State apparatuses around the world.
I cannot fathom the Deep State being bold enough to put this in there of their own volition. If they did, they must be truly desperate indeed. If this is the case, it indicates that their world wide bioweapons programs have been all but annihilated.
Another possibility is that the Deep State never expected an A.I. assistant like Grok being able to facilitate easy research and translation of their encyclopedia sized bills.
Either way . . . a huge WIN for The Great Awakening that people are discussing these bioweapons programs now.

They need to expand this narrative to add that they are replacing the ones destroyed in Ukraine that we’re researching DNA targeting bio weapons and “Covid”.
We can't ever consider legislation that is longer than 2 pages. This business-as-usual is why 75 million voters elected CHANGE.

It is almost as if "sometimes you cannot tell the people, they must see it for themselves".
It's almost like these spending bills are written by people other than the congressman well in advance and then they just slap it on the desk and tell them how to vote. Almost like it was written by a massive Coalition of several different unelected government agencies that doesn't necessarily have America's best interest at heart.
They put a lot of CRAP in that bill. Not only biolabs but mask, vaccine mandates, vax passports, lockdowns etc. Also put in "language" changes - criminals were to be called "justice involved persons" or some such bullshit.
There's a loophole that lets DARPA make bioweapons as long as they are made in tandem with their antidote or countermeasure ('vaccine')
I think we need to close this loophole. They're just going to have to produce the bioweapon in silico only. They are just going to have to simulate on supercomputers and never ever make it in real life.

I jacked up both of my senators and congressman yesterday. Asking them if they knew this was in the bill,and asking them if they support it.
At this point I'm guessing this was put in to poison/ kill the bill.
