I was at a conference there about 6 months ago. I was in an Uber that took a detour down Bourbon St to miss some traffic congestion when they saw that it was open to traffic. Apparently it is open to traffic sometimes.

Also, the ford truck was electric. Cybertruck in Trump Tower in LV is electric (obvious).
They explained at the presser that they have been malfunctioning when beads etc. would prevent the functioning, and were and are in the process of replacing them. Also the driver went onto the sidewalk and avoided them anyway.

I just checked Google street view of Bourbon Street and I was surprised to see that traffic is there (media said it is closed off; I guess just for special events like New Year's Eve), and I saw no evidence of barriers anywhere, but again, they are probably only used for special events. The street view is from 2022.
