Is this constitutional?
Besides the admission of guilt this represents, can he actually do this?
Article II, Section 2, Clause 1:
The President shall be Commander in Chief of the Army and Navy of the United States, and of the Militia of the several States, when called into the actual Service of the United States; he may require the Opinion, in writing, of the principal Officer in each of the executive Departments, upon any Subject relating to the Duties of their respective Offices, and he shall have Power to grant Reprieves and Pardons for Offences against the United States, except in Cases of Impeachment.

James A Garfield and William Henry Harrison said F U, we ain't pardonin' NOBODY.
Well....... not so much. James Garfield was assassinated less than a year into his term, and Wm Hen Harrison died of pneumonia just shy of a month into his term. So, pardons weren't something that either POTUS would have had much time or opportunity to consider.
Harrison was only in for a month and was sick with pneumonia for all of it. Garfield was shot 4 months into his died two months after that. Neither had much of an opportunity to issue a pardon.
