From what I read earlier today, Trump is giving a full Pardon to those who were "non-violent" and commuting the sentence (guilty but punishment is time served) of the others.
Hostages not Prisoners is what Trump says. A hostage is in regard to a -war- crime. War refers to foe vs enemy. These hostages are the enemy of the democracy-Marxist/fascist/commie regime who was trapped in rushing their plan of war against the people of the USA.
