It was part of the dedication speech given by Chauncey Depew in 1886, no one said it was written on the statue. An exerpt from "The New Colossus" was affixed to the base of the statue in 1903.
Yes, Emma Lazarus wrote the poem in 1883, died in 1887, and did not even know an excerpt of her poem would be placed on the base of the statue in 1903.
