I believe Elon was saying 90 percent of government employees are not showing up at offices weekly now. Is it possible, that many of these employees do not even exist, and their paycheck is all just going to enrich a handful of insiders?
Thus, demanding that everyone shows up to work would be a means of calling them out on their fraud.
With all the crazy @$&% we’ve seen the last decade I find it within the realm of possibilities. Not 90% but wouldn’t doubt a few may have figured ways to double dip or more.That possibilitiy had crossed my mind.
I remember a story about a state employee had not shown up to work in like 3 years, it was discovered when they went to go give him some award.
This freeloaders aspire to be like the Italian hospital employee that skipped work for 26 years.

Yeah, make them show up in person to collect paychecks, and show IDs.
Not that crazy. It was quite common to have “ghost” workers in construction that didn’t exist, where they were paid just under the tax threshold, so someone could pocket the paycheque.
