If Gaza is the USA, then USA must make sure their people are not attacked by homocidal maniacs who are governed by our friends. Furthemore, MAGA can certainly function to build homes and infrastructure. This would appease those who simply hurt at the destruction and loss of human life. Provided that citizens of the USA are given full property rights, as they should, then the fear of losing their land, albeit rubble, will be appeased, and they might see this as an escape hatch.
The constitution would require that Gazans voted for US President. Furthermore, it would mean that before declaring the whole thing done and dusted, the Gazans must have a referendum - something the Israelis did not allow for decades.

DC is an exception--- they get 1 electoral vote in presidential elections. The other territories that have representation have only gotten non-voting delegates in Congress, as a concession from Congress.

He's talking about relocating the Palestinian people out of Gaza, this isn't 100% clear but on the surface it doesn't sound good.
