They had a point, because they observed that through 'tiny adjustments' systems didn't resist or shrug off the changes. whereas a big change would simply fall flat, through bureaucratic resistance. We observed this in Trump's first term. Now, we are observing an axe being taken to the whole system. So maybe this whole theory will get busted as well.
Furthermore, there was a managerial theory floating around that 'if we mop up the little issues, we an save the big ones for later' or something. To wit: every time a new council is voted in, the first thing they do is re-arrange walls and desks in the office, and call it "a thirst for change", while ignoring the upkeep of pensioner flats: any meaningful change is left for later.
Re: forcing trannies onto the public - they are a tiny minority, so ideal for the 'tiny adjustment' theory. The thought was to make us all-inclusive. BUT. It is ignoring what the voters want (and even trans-people themselves, who only want to be the opposite sex), which is to have men and women, as per biology and traditions. So, the issue became devisive, and perhaps that is what the elitists really wanted.
