I live in an area that has a very large federal employer with hundreds of gov contractors. For years and YEARS everyone I know has complained of the ROT that is this place. Most of their days are spent playing cards, planning the giant BBQ that happens everyday, or "counting screws," and they are quite handsomely compensated for it. Its a joke, and only the honest will admit it. Paid way more than they deserve, every single one of them.
I completely concur with you. I contracted as a provider with the VAMC in my area. Honestly, the regular employees of the VA on the government payroll spent more time having meetings, filling out forms, talking over coffee, and goofing off rather than doing any actual work. That is why they always have per diem grunts like me that actually carry the lion's share of the work load. With them it is always about the process and never about efficiency and real results - there is no honest measure of results or accountability. Most of the people collecting a federal paycheck are just cruising to retirement. Because of the labor regulations, terminating a regular federal employee almost takes an act of congress once they get past probation. So there are many incompetent and useless people with secured federal jobs. This haircut needed to take place years ago. But better late than never.

I don't know anything about it, but I've seen people in the photography communities I follow outraged about it. They seem to be outraged about a lot of things these days. Trump's building golf courses in Yosemite and Yellowstone, dontcha know!
Seems to be the new hires, translating to a hiring freeze and basic downsizing while they get a big picture view on how to restructure.
I hope so because it's not the probationary hires that have caused the problems, it's middle and upper management that needs to go and go now!
