As the Carter presidency was winding down, the U.S. Department of Justice and top lawyers at the OPM contrived with plaintiffs to end civil service IQ examinations because of concern about their possible impact on minorities. The OPM had used the Professional and Administrative Career Examination (PACE) general intelligence exam to select college graduates for top agency employment, but Carter Administration officials—probably without the President's informed concurrence—abolished the PACE through a legal consent court decree capitulating to demands by civil rights petitioners who contended that it was discriminatory. The judicial decree was to last only five years but still controls federal hiring and is applied to all KSA tests even today.

I agree! But I would also add to that the general LIE detector test. Back in the 80's I had to drive to LA to take a lie detector test so I could be hired at The Federated Group (big store for TV's Stereos, etc.)

I'm all for the tests previously mentioned above. Trump always says " we're returning common sense " and our wants seem pretty common to me - basic math, aptitude, drugs, criminal backgrounds, genitals.
I'd like to add them actually knowing & understanding their role, the laws & rules surrounding their responsibilities, and yes even Constitution.
For far too long they've been allowed to run " their interpreted version of " OR ignore laws / rules altogether. Pulling the incompetence card cannot fly now, in the future, and even crimes already committed. Claiming stupidity should not absolve anyone.
Life is hard, just harder IF you are actually stupid. We all know they are smart enough to know they were committing treason and theft on a monumental scale.
