Russia had already accepted a similar referendum in Crimea, and Crimea officially broke away from Ukraine to become part of Russia.
But Crimea is a militarily strategic location, so Russia was happy to bring them in. The others in eastern Ukraine are not, so he would not allow them to join Russia.
But after awhile (2014 to 2022), Putin decided enough was enough, and he sent his military into eastern Ukraine to stop the genocide by the Ukraine government.
That was then used as an excuse by the criminals running Western governments to back Ukraine ... cuz muh "Russia invasion!!!"
