It sounds like you are saying Jer. 31:31-34 and Ezek. 36:25-28 are referencing the Old Covenant. That's not the Old Covenant. That is a prophecy of the New Covenant, which Jesus referenced in Luke 22:20.
Sorry for the confusion. The Older covenant is replaced by the New Covenant, because we are unable to keep it , as explained in Romans 2, and Hebrews.
I might have been more clear if I referred to the Old Testament as the Antique Testament...
