There is a way. If a country,state or any geographical area with a constitution want to change or upgrade their constitution it is the right of the people at Any given time to do so. Ratification.
If an area without a constitution decide to constitute they can do so at any given time and do not need permission to do so. It is a contract between the individuals and nothing stands above an individual in decision making.

We use a stencil made up from Icelandic,Russian and Venezuelan constitutions.
One thing of outmost importance to the people is accountability and 'we the people own the resources' like build into the Alaskan State constitution. Venezuela has a rule that only a layman can run for office and first term local lvl only. Only after successful term can next lvl be reached for, nice way to weed out bad apples. No go straight for big chair down there. And no lawyers in positions of authority positions. Russia is huge on individual rights.

IMO, as it relates to layman running and working their way up, as in Venezuela, I have serious doubts about that success. Here in the US one could say we have a similar system. People often get engaged in politics at a local level and work their way up to higher and higher positions. When you say bad people get weeded out, ai actually think the opposite happens. Bad people get promoted and are often blackmailed and controlled.
If the powerful forces can blackmail someone, they can then control them. Once controlled, they are promotes. This is my opinion, but I believe most of DC and many people in power are blackmailed and controlled.

So please don't assume that super wealthy outsiders can't be the perfect remedy sometimes. A layman (not wealthy) who comes in out of no where can avoid the corruption of being in the system so long, and they also have the financial ability to take on tremendous financial challenges.
