Some legal eagle might explain how this is any different from the ruling on Trump's islamonazi travel ban:

Whenever the President finds that the entry of any aliens or of any class of aliens into the United States would be detrimental to the interests of the United States, he may by proclamation, and for such period as he shall deem necessary, suspend the entry of all aliens or any class of aliens as immigrants or nonimmigrants, or impose on the entry of aliens any restrictions he may deem to be appropriate.

...It can apply to “any” alien or “any” class of aliens, and for a time period defined entirely by the president. It is difficult indeed to look at Trump’s travel ban and conclude that it doesn’t fall squarely within the bounds of this considerable delegation of authority.

Don't the self-styled gods in black robes swear an oath to uphold and defend the Constitution and to obey the law? What if they don't? What if the liberal SCOTUS decided to rule that, say, that the driving of motorized transport posed too grave a risk to public safety and health, in fact it kills people every single day, and banned it? Would we have to obey that, just because it came down from On High? Answer is no.

Bet the Trump admin has a Plan for this.

As if any circuit court gives a flying fuck about the constitution or any law Trump can activate at any time for whatever reason. How many times have they stopped him cold from performing his duties as outlined in the constitution and laws passed by both houses of Congress? They never cared before, and they will never care for his remaining time in office. They would probably stop his having discretion on deployment of the military.

He always has the Martial Law card to play. Once he plays that card, the congress will probably move to restrict that right to limit future uses of that.

And state law.
