I think it’s because they don’t have the lines of communication that prisoners in the US have, like family members or attorneys.
He definitely has something big considering the FBI intervened on his behalf to keep him out of custody when he was caught red handed in the act of trafficking several victims a few years ago.

Two MS-13 shitbags turned up dead a day or two after the murder of Seth Rich. They're not going to keep people around that have incriminating information on those giving the orders.
MS13 may have killed them directly since they screwed up the murder and Rich was healthy enough to walk into the ambulance smiling and talking. he had to be killed later in the Hospital, so those MS13 hitmen might have been executed for their incompetence.

Why did the FBI order the THP to release him? We all assume its because the FBI is dirty. But what if, after his deportation orders and the subsequent ruling he could be deported anywhere but El Salvador, he became a CHS for the good guys?
