This actually happened with the tolls on the Greater New Orleans bridge. Tolls paid for the bridge but they kept collecting tolls. Then a local attorney challenged that and won in court. Tolls got taken off....
When I grew up in Florida there was a toll bridge between the mainland and one of the barrier islands. They actually built a new bridge and ended the toll about 50 years ago. I don't know how long the toll bridge had been there, but they do end tolls for bridges after a time. I don't know about toll roads though :)
The same for toll roads, end the tolls as soon as the road is paid for- never.
