Could be seen as disrespectful by some, but my dad reported, after attending a large funeral in the Netherlands, that a lot of people don't wear black at funerals these days.
That was my interpretation also...
Also, after spotting some SS dudes in the background, it just occurred to me that he stands out, which will make things easier to keep an eye on.

This is said to be the reason why Her Late Majesty Queen Elizabeth II always wore a brightly colored dress or coat to events. It was partly so the public could see her, which she knew they wanted, but also for her security.
He wasn't the only one either wearing navy or royal blue either, I believe at least 10% of the crowd was.
