So, all of the countries have independently decided this is the best course of action, or they all decided together? Is there a country or two that isnt spraying their people even though they look like they are? I have a hard time picturing China doing it. And Egypt, or Saudi Arabia. And then their people would be so much more fit and healthy than the rest of the world. Is it a national security threat to so weaken your people?

It all depends on whether you want rain. If you can grow crops in a drought, more power to you.
