Obama was the worst, but the Clinton's setup the population for the promises of Obama care when Hitlery tried to push socialized medicine (big public debate and much opposition) while Bill pushed the mandates on the system that no one could be refused treatment - i.e. illegals get free health care. That put a lot of strain on the system and insurance costs started going up rapidly. Too many people believed the promise of socialized medicine - i.e. anything is better than what we have now.
Unfortunately that was his plan along with “cash for clunkers” to get rid of older more affordable vehicles and free cell phones to certain people to continue tracking everyone.
