It's so that the government can take advantage of a nongovernmental employee's specific expertise in an area. But since they are not a federal employee, and have not passed all the security requirements and other criteria that a government job may have and since their "real job" may pose conflicts of interest with their role as a SGE, the time they can work for the government is limited to 130 days out of 365. Elon has met that 130 day limit and has to step down by law.
