I'm pretty sure an EMP is permanent and not temporary. I could be wrong, but that was my understanding, that it basically fries electronics. Maybe it depends on proximity.
You're most likely right. I'm not too proud to say... I get some of my info from movies. Ocean's 13 movie showed an EMP used to disable a small area (Las Vegas) for about an hour to perform a robbery on one of the casinos. Everything came 'back on' after the hour. When the movie ended, all was right with the world again.
