Almost every major challenge and problem given to them in their 200+ year history to solve since their inception as a branch of Government. They’ve either made worse, completely failed to solve, or kicked the can down the road until it became the Executives or Judiciary’s problem to solve and not theirs.
And since they started keeping track of approval ratings. Congress is regularly at the bottom of the list competing with the IRS for who Americans hate more.
I think that’s ultimately Legislative Branches in a nutshell. Diffuse responsibility to the point they can’t personally be held responsible while simultaneously having the ability to blame others for the failures of the Legislative body. While simultaneously allowing them to codify the solution thus assuming credit for the solution to a problem they more than likely either caused or at the very least certainly didn’t help.
And after the revolts that propelled most of the bodies into existence. Most of them are now well aware of what can occur when the general populace has a target to focus their energy and anger on.
This giving them further incentive to continue diffusing responsibility
Make bribing Congress punishable by death, and write clear guidelines for what constitutes a bribe, cutting off every avenue. Restrict all members of Congress to a daily spending allowance equal to a standard per diem, and anything above that comes out of their own pocket. Congress members cannot own or trade stocks. Make lobbying illegal. Require all members to be 3rd generation Americans, with no dual citizenship. Make election fraud punishable by death. Allow random sweeps for earpieces or comms devices on Congressmen and women. Enforce maximum page and word count on all bills.
