They're trying, but it's not under the control of the surface level government, but deeply hidden departments far outside the public gaze.
My best guess is that it's either being operated out of a Masonic Lodge hidden deep in a blue city (hence the takeover of LA) or is a clandestine operation of an open government department (hence DOGE shutdown of NWS, for example).

It's very "strange" indeed
Strange thing is I saw this on X while I was in southern NJ with 0.2" rain total for the past 6 hrs and I looked up Elizabeth NJ (northern NJ near Newark airport) and they had ~5.9" in the past 6 hrs. Less than 100 miles between spots. And nyc/Westchester was flooded too. It's possible to be a localized storm but I found it strange.
They are using the Nexrad radar system to keep these storms in one place for an extended period causing excess rain.
And also Russia.
