The leading letters are tilted toward the right, relative to a line perpendicular to the edges of the seat. The last letters seem to be aligned perpendicular to the edges of the seat. In the whole, the line looks to be floating above the seat. The letters have no depth. I strongly expect it is photoshopped. Implausible to think it was actually created by the FDA.
I agree, the perspective is off and there's no shadow inside the engraved letters. A poor Photoshop job but plenty good enough for a meme which I think is the point.
