The answer probably depends on what type of corruption he's seen and by whom. I'd try the office of RFK, Jr. You could also look up the frontline doctors group or the AAPS (at AAPS.org) to ask them for groups that can follow up on the issues appropriately. That's the medical watchdog route.
The other route would be media. Midwestern Doctor or Vigilant Fox seem like bloggers that could point you the right way. O'Keefe Media Group, Health Ranger, or Coffee & Covid might be other good media. I'd start slowly, making sure he trusts each step before outing himself. VPNs and temporary accounts are good ideas when beginning the process.

Please do keep us informed! This could be fascinating. I agree with the outer suggestions, but another one to consider would be the Surgeon General of the U.S. Best to him for wanting to help.
There might be a state level surgeon general position which might be a good place to go too. u/MommaChz1
I also have learned taking precautions is necessary & frequently just an extra step that wasn't used. Though when you do need to use those precautions, they are priceless.
VPN is a decent first layer of defense online, if you are really worried about privacy TOR browser is a better avenue (just an internet browser that can give more online defense via multiple randomized connections/VPN type points instead of the single VPN).
Also it might be a good idea for them to record their testimony via video & have that available for a friend to give to a different group if one ends up thinking the whistle blower info is worth killing them for.
If they are really concerned about the information they have, or if it could get them killed, buy a burner (ie prepaid disposable) phone & create an email via on a site like Proton mail for these interactions & use that TOR browser when sending emails.
