Hmm, not sure what you are talking about. UN charters don't hold a lot of weight in the USA.
2 kids here myself, both adults now, never once even knew about any charter. Basically raised them in the church, self control, responsibility, respect for others. Don't believe in letting public school or others raise our kids.
One is marrying a pastor, the other is a math wizard, gonna be a missionary and most likely an accountant.
Stuff like this report seems like common sense. Either that or the kid gets tried as an adult. Bad parents should have some form of punishment, at the very least a financial burden for their child's actions.
The biggest problem I see is that the existing laws that do that just aren't enforced, so the real issue is a justice system issue. That and bad parenting.
I imagine this will impact the black community the most. Oh well, another FREE three hots and a cot for the parents.

I was thinking the same thing. Jail the parent leaves, what, extended family or the taxpayers/state-program caring for the JD
