'Criminals' were turned loose by obama and unless NG troops are allowed to shoot them, they will not care if they are breaking the law.

I agree but It depends on what they Do with the street people that will show their intent.
Papi may or may not be Trump (I think it is either Trump or acting on behalf of Trump).
But one thing is for certain, Trump is aware that people think Papi is Trump.
The official stated purpose for cleaning up DC has been the hooligans and homeless.
That Papi is saying it is to "clean the swamp", which are corrupt politicians -- is a big deal. At best, it's true. At worst, Trump is aware that someone pretending to be him says its true.
