Resulted in the Californians Officers and Captain being labeled as incompetent. But stopped short of recommending Criminal Charges. As there was other factors at play and that it likely would have been a miracle for the Californian to have reached the Titanic in time to avert the loss of life. Even if they knew the full extent of the tragedy unfolding. Reportedly the Californians Captain was haunted by that night until the day he died.

But a ship like the Frankfurt maximum speed was 13 knots. Which translates to about 15 mph. Carpathia was only marginally faster than Frankfurt at 14 knots.
