All that part of the territory of the United States included within the present limits of the District of Columbia shall be the permanent seat of government of the United States.
I don't think a municipal power within DC (the statutory United States) should be allowed to suspend the 2nd Amendment.
All Municipal Service Corporations in the states violate Article IV, Section 4: a "corporate form of gov't" is not permitted. All state corp actions back to 1933, county corp actions back to 1966 or incorporation date, and all city corp actions back to 1999 or incorporation date are VACATED. All taxes paid to these unconstitutional entities are due back plus interest and loss of use.
Nationalizing DC likely makes the municipal gov't irrelevant. At least it may be part of Republic again, removing foreign control.
"Incorporation" means only the establishment of a legally-registered identity for the purpose of transacting business, establishing bank accounts, receiving and disbursing funds, and being liable for civil claims. It doesn't put a municipality on the stock market or subject to the SEC. It may affect or mitigate the legal liability of the officers of the municipality.
