And then you have the problem of "mirror-imaging", thinking the other party has the same set of priorities and imperatives that you do, and infer from that. That has been a classic and long-standing impairment in our understanding of Soviet Union / Russia. In many ways, they don't think like us and we draw the wrong conclusions by imagining they do.
