One important fact not mentioned there: The investigation related to $1(+)B missing in Pentagon required the evidence buried in the destroyed part of the Pentagon building and the investigation was being conducted by the agency in the WTC7.
1B... that seems rather small. Didn't the buildings themselves pay out over that in insurance money on insurance policies taken out very soon before the event?

Yup.
