For a long time, many of the Epstein files that have been released have been heavily redacted "to protect the victims." If these are truly the victims, they could say, "We want all of this out there; we don't need to be protected because we have gone public now. Unredact it all." If these victims do this, then the DOJ can no longer hide behind the excuse of "protecting the victims" when, in fact, they have been protecting the perpetrators all along.
My personal opinion on Trump's perspective is that he is employing the 'briar patch' technique.
