I reckon it would be silicon fake skin around the neck, with a bunch of flat tubes underneath to pump out the fake blood, coming from a device on his chest, which would blast compressed air to puff out his shirt and give a kick back, and also the neck mask would have inflatable bladders for the split second to simulate his neck bulging from the hydrostatic shockwave from a bullet passing through. I’ve only seen the one video with the closeup. Slowed done by frame, the red spot freezes in place. I’m no video expert, so I haven’t compared any other videos.

The bullet may have gone straight into the ground after exiting the left side of the neck. The site was very quickly cleaned up after the incident, just like the site at Butler PA, and that would explain the ridiculous story about how "the bullet stopped right at Charlie's skin."

Which video is that, is it a video that someone has already converted to slow motion, or one of the originals from twitter?
If someone added slow motion to it, sometimes that can morph the frames so you might see errors like that
