They are saying etched which is the wrong term. The bullets are simply written on with a marker: photo of Texas shooter's bullets. The gun he used was a bolt action that took stripper clips instead of a magazine. Probably an old 8mm surplus weapon.

That's what it looked like to me too - bullets written on with a Sharpie (LOL). I guess they word it like "carved messages into the bullets" to make it sound more diabolical. It's all so predictable and tired. So now I guess we're just waiting for this guy's made-up "manifesto" to be discovered so it will tie everything up in a neat little package with a bow on top.
I can't figure out from the photos where the sniper's alleged self-inflicted fatal gunshot wound was supposed to be on his body. A rifle is sticking into the side of his stomach on the rooftop pic, but there's no blood on that area of his clothes. His left sleeve is supposedly covered in blood, but where was he supposed to have been shot? I doubt he shot himself in the arm. Was it his head maybe?
Good questions. To me it looks like head/neck but I question the body, being "dead weight" is somewhat upright. No way. Without any muscle it would have crumpled to the ground and that rifle would not be able to prop it up due to the weight distribution (more below than above) at the point of contact and gravity. But for the sake of argument let's say it was able to "catch" the body at the perfect point. His shirt being pressed against shingles would have stuck to the shingles as the body slid down the slope of that roof even if just an inch or two. The shirt shows no evidence of sliding happening except where the point of contact is between the body and the rifle.
I'm also questioning just how his arm would have ended up above the rifle when it would have been below it to push or pull the trigger...

Good insights - thank you. It suuuuuuuuuuuuuper looks like a staged photo to me too - just even at first glance. I'm leaning towards whoever got shot were cartel peeps who needed to be 'silenced' (per some cartel leader or something). And they're pulling out their same ole tired 'write such-and-such phrase on the bullet casings to throw law enforcement off our scent' playbook. What's so sad is that ALWAYS seems to work! :-(

One of the working theories on this going around is that ICE wasn’t the target. Rather the two migrants were. Or rather the information they knew rather. But it was staged in such a way that it could be explained as political violence targeting ICE.
