What's funny in Warhammer there's a planet called Nostramo and the city is basically like Gotham and New York City mashed together but the crime rate is literally on steroids, there's this individual like Batman called the Night Haunter except he's far worse than him.
He cleans up the entire city through mass murder and other extreme means to stop the crime, where even the hardcore criminal elements are afraid to go out and break the law after he enforces them with such a brutal efficiency.
FEAR. Curze, through fear, intimidation, and torture, curze managed to reduce the crime rate in hive quintus to 0. He broadcasted his tortured and murders, did everything else one could think of.
The only downside he didn't do after his campaigns was set up to compliance, because when he returned to Nostramo after his duties of exterminating crime and serving the Imperium.
He found they returned to their old criminal ways, since you cannot build a stable society based off pure fear and and opression long term.
It's so funny how at the time of the writing of DC comics, 200 murders anywhere in a whole year was unheard of. And now half our cities meet or exceed the criteria for the most dangerous city in a comic book series about bad guys and good guys. Insane!
Chicago is estimated to have a population of about 2.6 million in 2025.
Meaning a full 4% of the population of Chicago is gang members. And frankly 110,000 could be underselling it.

In the DC universe, Gotham City has about 200 murders a year, out of a population of about 10-15 million.

Eh. To be fair that depends on which version you’re talking about. Some D.C versions of Gotham make Chicago look good in comparison.
