There are different varieties of drug subs. The most common are the snorkeling ones. Diesel engines running continuously. The newest model is all electric and runs totally submerged.

In this case they’re mostly equipped to be blockade runners. So offensive armaments is zilch. Not that they could be adhoc equipped. But from a Military perspective they wouldn’t be something you’d send after Navy Warships. But they’d be rather potent commerce raiders and terror weapons. Freighters and Cruise Liners aren’t exactly equipped to be detecting submarines and neither are fishing boats and pleasure yachts.
Approximations of Frogmen can’t also be understated. Lots of costal infrastructure is relatively lightly secured. A Handful of Private Rentacops with pistols who are at best paid to run off crackheads trying to steel scrap metal and copper. Likely isn’t expected or trained to duke it out with Heavily Armed Cartel Goons who may as well be on a suicide mission.

Sorry if this seems like a stupid question, but why do you think these drug traffickers aren't just using airplanes to move their drugs around instead of just using boats/subs? Planes getting shot out of the sky would draw a lot more public outcry/scrutiny than blowing up boats out on the open sea, so I'd think the drug traffickers would feel better shielded by flying their drugs around instead of by boat. Whatchu think?
