I don't think a mayor and his staff have the authority to implement any such scheme. If they were to try it -- that would be theft. As loony tunes as blue states are -- I don't think they're allowed to go full throttle communist. I don't claim to have any particular legal knowledge, but surely federal law would prevent such a scheme from being carried out.

As for me, safely ensconced down here in the mountains of East Tennessee, I will gladly watch from afar as NYC descends further and further into an experimental socialist society. The experiment has been run many times, and in true scientific method terms, the results are reproducible, from North Korea to Cuba to Albania... but the left never learns. NEVER!
And I suspect that even after NYC fails spectacularly, those on the left will STILL ache for "pure socialism" and give all kinds of excuses for why it didn't work yet again.
It's generally very nice here, maybe one or two days of Polar Vortex freeze each year, and August can get pretty hot, but overall it's a moderate climate. East Tennessee is mountainous and therefore milder.

No problem. Another thing you might consider is that the farther west you get in Tennessee, it changes politically too. East Tennessee is very red, with pockets of blue (University of Tennessee and certain minority enclaves), while middle and west TN are more ambiguous...the counties are mostly red but the cities of Nashville and Memphis are enemy-held territory as far as I'm concerned.
Yeah, we're looking more to the eastern part, up in the mountains. Can't handle the insanity of the blue brigade. We currently live in a conservative area of west Florida, looking for a town in the hills where we can grow old in peace.

Every armed gov't asset on the property will be viewed through a scope that makes them appear as a buck or a Coyote. My best friend is an average shooter around these parts and can consistently put a bullet within 4 inches of a bullseye at 1000 yards.
All that to say this, she can try it in NYC but don't try it in South Carolina.

How's the weather in the mountains of Tennessee? I'm considering relocating from the hot & humid deep south for a change of climate?

Lenoir City, Maryville, and Clinton come to mind. Smallish city-towns and quite livable.
