Yes, but where the UAE is different than the U.S. is that they only bring in workers they absolutely need to fill in the employment gaps. Our business owners, BoDs, etc have seen fit to import tons of H1-Bs, and hire cheap illegal immigrant workers over here because they feel they can pay them a cheaper wage. And Dubai doesn't have an illegal immigration problem because that's not how Muslims roll. They don't illegally invade an already Muslim conquered nation. The Muslims are strict AF on people attempting to infiltrate their country illegally.
I've seen people get their asses beat by the Dubai Federal Police just for not showing their papers fast enough at border checkpoints in their Free Trade Zone (aka the Port of Dubai) and at other locations like Abu Dabi and Jubal Ali.. And that was back in the late 90's. I'm sure that hasn't changed.
