Basically he’s letting the local and state level handle their mess and only using Federal agents to defend Federal buildings. He’s going to make the democrat leaders ask for federal help.
I think he is saying, forget about the immigrants for a while and concentrate on the protesters.
But watch the "mess" magically go away, to prove their point that it was Trump's fault, and they ride that into the midterms.
Hoping I'm wrong, but that looks like the simplest counter-play to what you're suggesting, since their messaging throughout all of this was forcing ICE out.
