I know a bit about this program. The intent is to keep disabled people in the care of families at home, instead of using state facilities. To some extent it does this successfully. When you see a kid with dwarfed limbs in a motorized wheelchair, it is likely their family is receiving these funds.
Is the system abused? Absolutely. Is it rife with illegals? Yes. The corruption is there without a doubt. Don't know if the article brings it up, but people receiving the funds are classified as state employees, and they are encouraged to unionize. I think that's the real grift- that the aggregate numbers funnel money --- money skimmed from citizens who need help --- into unions and home care agencies who are incentivized to qualify anyone as a beneficiary and then to withhold services. (Like how insurance companies need policyholders but then don't want to pay.)
To me, the worse crime is the creation of disabilities through vaccines and medical negligence, and how gov't grifters get rich off of preserving the problem instead of solving it.
Government doesn't have any delegated powers to pay welfare in any form. It doesn't matter the intention, good or bad.

That is not the same in any sense of the word "Welfare". That is a widespread ignorance across our Republic. Fortunately, ignorance can be remedied. The "general welfare" refers to the overall well-being, health, and prosperity of all people within a community or nation. It is a broad constitutional concept, notably found in the Preamble and the Spending Clause, that empowers the government to enact laws and spend money for the common good of the public. In the context of government, especially under the U.S. Constitution, it serves as a guiding principle for legislative action, suggesting that laws and programs should aim to benefit the collective good of the populace.
It means using the later listed enumerated powers to do things states aren't capable of handling, primarily dealing with foreign nations, interstate disputes and issues, ensuring the safety and prosperity of the country as a whole. The term is meant to mean the federal branch is supposed to step in as a safeguard to protect rights and help out if states run into problems they can't solve on their own. The clause is there so that when the government spends money on the items that they are allowed to spend money on, it must be for the general welfare of the US. Meaning, it cannot be used as a detriment to the US and it must be done generally, not just for a small select group.

I'm dealing with two parents who are in their last year on earth and are broke. They both paid in taxes for 55 years. Would be a godsend to have help from our state right now to take care of them.

You don't get govt paid anything like this in my state. That's all considered outside Healthcare arena and if you want sitting services for mom, you pay for it.
I know about this program because I lived and worked with the veterans home in Yountville CA. It is the same as Medicaid just the evildoers called it Medi-Cal
But if you are on Medicare only, not Medi-Cal, there is no compensation for relatives that assist their elderly relatives. It’s all a big scam.
There are signs up everywhere to be paid for taking care of family members, but it’s for Medicaid ONLY. Not retired elders on Medicare
And the reason they will pay for the elderly Medicaid patients? They WILL recoup from the estate and sell assets when the elder on Medicaid dies!
As long as the federally-funded part is removed, that’s on them. This is 100% about defrauding federal taxpayers.

I understand, but shoring up the remaining red stats is a better strategy than trying to retake or save lost ones. They are eroding them all, and they will all fall, the same way Colorado did, if we do not use the same tactics they are using to take over red states to save what is left of our Republic.
