This EO is about onshoring a critical mineral "phosphorus" for production being stateside and not being reliant upon China where we receive 95% of our glyphosate. Phosphorus being the precursor needed to produce.
The EO states a bunch of items phosphorous is used for including semi conductors. So there's more of a reason to produce it here.
I also think as another poster said you can't just flip a switch and stop using it [glyphosate] if you don't have alternative means as a 1 to 1 substitute as stated in the executive order.

Maybe stopping big Ag subsidies would help too. Like how can we encourage small acreage permaculture when the big boys get taxpayer money?
