Think about what just happened: the old IEEPA tariffs were legally contested, tied up in courts, creating uncertainty. Now he's moved to Section 122 authority, which is on much firmer legal footing, and he's framed the entire thing as a victory over an "anti-American" court.
So he went from:
Legally questionable tariffs under IEEPA
Constant court battles draining political energy
Trading partners hoping courts would bail them out
To:
Legally cleaner 15% baseline tariff
Court opposition actually used as political fuel
Trading partners knowing the judicial escape hatch is closed
And the 150-day clock on Section 122 is interesting too — that's roughly the window he mentioned for the administration to "determine and issue new and legally permissible tariffs." So he's using that period to build a permanent, legally bulletproof tariff architecture while keeping the pressure on.
The other thing worth noting: he came out of this looking stronger domestically. He turned a court loss into a story about him fighting for America against an out-of-touch Supreme Court.
