And military command was long ago sectioned off into 31 fiefdoms which answer ONLY to the man who is currently dead, or his duly appointed successor, who is was injured in an airstrike and has not issued any order -- and might not be conscious or even alive.

I don't think that Iran's revolutionary forces have been nearly as effective as I expected so the white hats must have had some pretty effective strategy and tech so far.
Alternative analysis
There may be other ways to analyse this. Possibly Iran's revolutionary forces have have made a deal with the white hats a while back for a limited and performative war - a movie. This is another thing we really need to consider which would also produce the current situation.
