I think it is just the power of Trump's negotiating skill. He wouldn't sign anything until the Save America Act is on his desk. He wouldn't endorse until either Cornyn agreed or didn't. He had him over a barrel.
The subtext here is that Texans might pick Paxton anyway if he (Paxton) declines to drop out as we all know Trump would pick him without the political coercion.
Some would argue we've had one for over a decade... but this is a 2 person runoff election.... November is their next chance to "split" the vote like that.

I thought we were talking about both Republicans being in the race come November. Didn't Paxton say he would drop out if SAVE act got passed?
So what else is waiting in the wings that may benefit us or hurt us that the Senate and House are wanting to get passed and signed by Trump?
